Overall Abilities:
When we first see Shinsou he isn’t that impressive physically, relying more on his quirk to get other people to do the work for him when he can. However after his fight with Midoriya he seems to become more determined to transfer into the Hero course and because of this he buckles down and trains hard with his mentor, Eraser Head. When he is shown again he seems to have bulked up a good amount giving the impression that he has gotten stronger not only in his quirk but also physically. This is only confirmed when he joins in training along side 1-A and 1-B and manages to hold his own perfectly fine with the two classes who have spent the entire year learning to fight villains.
Capture Cloth:
At some point, probably after seeing himself in Shinsou during the Sports Festival, Aizawa seems to take an interest in training Shinsou in his own fighting style using the Capture Cloth. He explains that it is something that took him years to master and Shinsou only has a few months to get the hang of it so that he can better his chances at entering the hero course. He of course does in fact manage this and while it isn’t perfect, he is able to use it against multiple people during the Joint Training Arc. While his reaction timing is still quite slow he works hard to master what Aizawa took six years to do.
Quirk
Brainwashing:
Shinsou’s quirk makes it so that when a person responds to anything he says he is able to metaphorically flip a switch in their minds that allows him to control them. Of course this isn’t with every question, only when Shinsou actively decides to do it. Through his quirk he can manipulate his victim to do almost anything that does not require high brain function such as writing a person's name from memory.
He can have multiple people under his brainwashing at once, as shown in the cavalry battle during the Sports Festival, it seems to be much weaker and if it goes for too long he is shown stating that it can make him fall unconscious. It is also stated later in the manga, while using his quirk on Gigantomachia, that while he can control people he can not control their hearts. Gigantomachia is actually able to shake off Shinsou's quirk because of his indominable will.
His quirk does not work through anything electronic as it changes it to an electronic signal and therefore negates his powers. Because of this his Persona Chords only modify the tone of his voice so that it still allows for his powers to work through them.

Friends: At first Shinsou does his best to keep things either antagonistic(his riling Bakugou up before the sports festival) or 'professional'('I'm not here to make friends' during the joint training) with his peers. This has to do with the fear of abandonment that sits just on the edge for Shinsou. People joke about his quirk and call it better suited for a villain and because of that he has more than likely lost friends or it has kept people from being his friends. Because of that he tends to put up walls around newer people to keep himself from getting hurt.
Overworking: Because his quirk is not a physical one like many in the hero course, Shinsou did not pass the practical entrance exam and as a result was forced to work hard to catch the attention of the hero course instructors in other ways during his first year at UA. This means he had to work twice as hard as many of the other students and even harder once he had a teacher's(Aizawa's) attention. When he does something he doesn't slack and this can be to a detriment, staying up late to study or working himself until he's bone tired.
Greatest Fear: Shinsou's greatest fear is that he will never be seen for more than his 'villainous' quirk, or that people might be right. Being someone who can control a person and make them do what he wants means that a lot of people think he would make a "great" villain. Because of this he has fought tooth and nail to be seen as more.
Greatest Desire: His greatest desire is to prove everyone wrong and prove that he can be the hero he strives to be. He wants to save people and show that your quirk doesn't determine if you're villainous or not.
Greatest Regret: Being born without a 'heroic' quirk. In his world there are people who are born with quirks perfect for being a hero, things like flight and super strength. Physical quirks that make it easier, sometimes even flashier ones.
